全国人大代表、贵州省安顺市长陈训华针对近年来的审车难问题提出如下建议：

取消小汽车强制年审。

具体实施步骤如下：

一是巩固非营运轿车等车辆6年内免检的改革成果，直至取消非营运轿车的年检。

二是取消“捆绑式年检”。交通违章处理不与年检挂钩，严禁“搭车”收费。

三是保养可以代替年检。

陈训华认为：机动车都是经过严格的出厂检验以后才流入市场的，包括对汽车的安全性能等，都作了严格的检测。大多数私家车车主，都会考虑自身及家人朋友的安全，不但常做汽车保养，且稍有问题，都会自行修理，不会等到该年检的时候才去理会这些安全隐患，所以年检制度对于私家车来说意义不大。

陈训华代表说出了广大私家车主的心声。目前的汽车年检制度已经失去了存在的意义，甚至完全沦为谋取私利的工具，部分检验机构重收费轻检验，交钱可以摆平一切。年检流于形式，失去了发现、控制安全隐患的功能。而且审车过程繁琐，耗时太长，浪费了大量私家车主的时间，催生了“黄牛党”等社会丑恶群体的产生。个别地方甚至“搭车”收费，“年检一次不过，交钱就过”潜规则盛行，影响社会和谐，助长了不良风气。私家车年检制度的取消乃大势所趋，人心所向。
